کراچی میں بارش کی تباہی کاریوں اور نقصانات کے خلاف کلفٹن اور ڈیفنس کے مکینوں نے ڈیفنس ہاؤسنگ اتھارٹی (ڈی ایچ اے) اور کنٹونمنٹ بورڈ کلفٹن کے دفتر کے باہر شدید احتجاج کیا۔

مظاہرین کی بڑی تعداد نے سی بی سی کے خلاف نعرے بازی کی اور سی بی سی کی عمارت کے اندر داخل ہونے کی کوشش کی۔ تو پولیس کی بھاری نفری سی بی سی دفتر پہنچ گئی اور مظاہرین کو منتشر کرنے کیلیے لاٹھی چارج کیا۔

مظاہرین نے چیئرمین سی بی سی سے مستعفی ہونے کا مطالبہ کرتے ہوئے مزید ٹیکسز نہ دینے کا اعلان کیا۔ انہوں نے کہا کہ سی بی سی کے اکاؤنٹس کا آڈٹ کیا جائے اور شفاف تحقیقات کرکے رپورٹ سامنے لائی جائے، ساتھ ہی ساتھ شہریوں کے نقصانات کا ازالہ کیا جائے۔

کراچی میں بارشوں سے ڈیفنس اور کنٹونمنٹ کے پوش علاقے بھی شدید متاثر ہوئے ہیں جہاں نالے اوور فلو ہوگئے اور نکاسی آب کے مناسب انتظامات نہ ہونے سے لوگوں کو شدید مشکلات اٹھانی پڑیں۔ ڈیفنس اور کلفٹن کے کئی علاقوں میں نہ صرف تاحال برساتی پانی کی نکاسی نہ ہوسکی بلکہ بجلی بھی بحال نہ ہوسکی۔

خیابان سحر ، خیابان شجاعت، ڈیفنس 22 اسٹریٹ ، 26 اسٹریٹ پر تاحال بارش کا پانی جمع ہے۔ بدر کمرشل اسٹریٹ پر بھی پانی جمع ہونے سے شہریوں کو مشکلات درپیش ہیں۔

A protest is being staged outside the Cantonment Board Clifton (CBC) office against the lack of services and the collapse of the drainage system during recent rains.

Most of the residents are from Clifton, Block 8, and Defence. They have blocked the traffic on the road as well as on the route to Shaheen Complex.

The authorities from the CBC have reacted and started splashing water outside the board at the protesters gathered there also pelted pebbles to disperse them.

The upset residents have also demanded an audit report of the DHA be made public so that it could be known how the taxpayers’ money was being spent.

They further called on the authority to remove charges and fees on “every kind of activity, approval and transaction inside our own homes”.

Following is a list of 22 demands that the aggrieved residents said they will put forward in front of the DHA during their protest on September 3:

Return the taxes taken from Residents in the form of Development Charges for “stormwater drains” project worth billions which failed completely
Accountability of the contractors and decision-makers for these useless Storm Water Drains
Immediate removal of these cement slabs in the middle of the roads with holes in them
Removal of “charges” and “fees” on every kind of activity, approval and transaction inside our own homes
Installation of sewage treatment plant immediately
Stop the pollution from 150 million gallons of untreated effluent from DHA to be dumped directly into the sea
Sharing of 10 years audit report so residents know how their tax money is being spent
Stop reclaiming land from the sea for more housing without an infrastructure plan. This will increase further drainage/ sanitation problems
Stop renting out empty plots for the storage of animals
Separate area of storing of animals
Designated Slaughterhouses
New international standards drainage system to be installed immediately
Immediate repair of broken sewerage lines and roads
Hanging cables and telephone wires to go underground immediately
All electricity poles to be earthed and every pole be issued safety certificate by DHA. Saving lives is a joint responsibility. All lives matter
KESC statements to be taken seriously by DHA. “Non-KE wires on power distribution infrastructure, such as streetlights or TV, telephone or internet cables, are a major safety hazard, as they damage KE’s infrastructure and bypass safety protection mechanisms.”
Beggars removed from every street signal
All empty plots to be garbage-free (empty plots are the responsibility of DHA)
No more paying for water. Remove the Tanker Mafia immediately. If hydrants can have unlimited water supply why can’t our houses?
No construction on our beaches. Spend our money on our drainage system
Make a proper system of debris removal and construction material spillover on our roads.
All craters in roads due to rains to be attended immediately so as not to lead to more loss of life 22. Roads dug up for various utilities and left uncarpeted to warrant heavy fines to the contractors
Stop bringing in officials from around the country to head key positions in DHA and CBC. Locals of the city to be appointed only

مجھے ان کے نقصانات پر افسوس ہے لیکن ڈی ایچ اے اور کلفٹن کے لوگوں کو تبدیلی سب سے زیادہ زور کی آئی ہوئی تھی ،

اب تک یہی لگتا ہے کہ ڈی ایچ اے کراچی صرف کنٹونمنٹ بورڈ پر تکیہ کرکے بیٹھی تھی ، اگر یہ بات درست ہے تو اس نے شہریوں کے ساتھ سخت زیادتی کی ہے ، لاہور میں بھی کنٹونمنٹ بورڈ کا ڈی ایچ اے کے ساتھ صرف اتنا ہی تعلق ہے کہ وہ ہرسال ڈی ایچ اے کے رہائشیوں کو ٹیکس کے نوٹس بھجواتی ہے ، کنٹونمنٹ بورڈ وہ پیسے پتا نہیں کہاں خرچ کرتا ہے ، ڈی ایچ اے واٹر ، سیوریج ، مینٹیننس ، سکیورٹی ، گاربیج بیگ اور گاربیج بیگ کلیکشن کی مد میں ہرمہینے الگ سے ایک بل بھجواتی ہے ، اس کے باوجود پچھلے کچھ سالوں سے ڈی ایچ اے کے داخلی راستوں پر اور مارکیٹوں میں بارش کا پانی جمع ہوجاتا ہے اور بارہ سے چوبیس گھنٹوں تک جمع رہتا ہے

ڈی ایچ اے کنٹونمنٹ بورڈ نہیں سیدھا اسٹیشن کمانڈر کے آفس سے چلایا جاتا ہے ، جب سے جنرل ضیاء کے حکم پر ڈی ایچ اے “اتھارٹی” بنا ہے وہ کسی اور سول محکمے کے ماتحت نہیں رہا ، جیسے سلاطین خلیفہ کو کچھ نذر نیاز کردیتے تھے اور خلیفہ انہیں خلعت فاخرہ دے دیا کرتا تھا اسی طرح ڈی ایچ اے کنٹونمنٹ بورڈ کو اپنے رہائشیوں سے کچھ ٹیکس وصول کرنے کی اجازت دے دیتا ہے بدلے میں کنٹونمنٹ بورڈ ڈی ایچ اے کے رہائشیوں کو برتھ اور ڈیتھ سرٹیفکیٹ جاری کردیتا ہے اور بس-

معلوم نہیں یہ لوگ کنٹونمنٹ آفس کے باہر کیوں ہنگامہ کررہے ہیں انہیں ڈی ایچ اے کے دفتر کے باہر ہنگامہ کرنا چاہیے
