وفاقی کابینہ نے بھنگ کی کمرشل بنیادوں پر کاشت کی اجازت دے دی

پاکستان کی وفاقی کابینہ نے آج منگل کو ہونے والے اجلاس میں بھنگ کے طبی اور صنعتی استعمال اور اس کی کاشت اور خریدو فروخت کو قانونی حیثیت دینے کی منظوری دے دی ہے۔

حکام کے مطابق وفاقی کابینہ کی منظوری کے بعد ملک میں بھنگ کی کاشت، محدود پیمانے پر خرید و فروخت اور ادویہ ساز کمپنیوں کو کوٹے کی بنیاد پر فراہمی ممکن ہو سکے گی۔

سائنس و ٹیکنالوجی کے وزیر فواد چوہدری نے ایک ٹویٹ کے ذریعے بتایا کہ وفاقی کابینہ نے ان کی وزارت اور اس کے ذیلی ادارے پی سی ایس آئی آر کو بھنگ کے صنعتی اور طبی استعمال کا پہلا لائسنس جاری کر دیا ہے۔

انہوں نے کہا کہ یہ ایک تاریخی فیصلہ ہے اور اس سے پاکستان کو اربوں روپے کا منافع حاصل ہوگا۔

بھنگ کیا ہے؟

 بھنگ سبز پتوں کا ایک خود رو پودا ہے لیکن کئی علاقوں اور ممالک میں اس کی باضابطہ کاشت بھی کی جاتی ہے۔ یہ بارانی پودا ہے اور سخت سردی اور برف والے علاقوں میں بھی اُگ جاتا ہے۔

بھنگ کے سبز پتے چرس جبکہ خشک پتے حشیش بنانے میں استعمال ہوتے ہیں۔ پاکستان میں پنجاب اور سندھ میں بھنگ کو بطور نشہ آور مشروب بھی استعمال کیا جاتا ہے اور اس کے بنانے کا طریقہ کار دیسی سردائی کی طرح ہے۔

بعض علاقوں میں تو اسے بھنگ کی سردائی ہی کہا جاتا ہے۔ بھنگ کے طبی فوائد کے حوالے سے تحقیق طویل عرصے سے جاری ہے اور درد کش ادویات میں اس کا استعمال بھی کیا جا رہا ہے۔

فارمسسٹ مقامی سطح پر بھنگ کے طبی استعمال کو درست قرار دیتے ہیں تاہم ان کا کہنا ہے کہ نشہ آور ادویات کے پہلے سے موجود قانون کے تحت اس کی خرید و فروخت اور ادویات کے استعمال میں طریقہ کار اور مقدار کے پیمانے طے کرنا ہوں گے تاکہ اس کا غلط استعمال نہ ہو سکے۔ اس کے علاوہ عالمی ادویات کی برآمد کی صورت میں کسی قسم کی کوئی رکاوٹ نہ آئے۔

اردو نیوز سے گفتگو کرتے ہوئے فارماسسٹ عمر سلمان نے کہا کہ بھنگ کی طبی افادیت تحقیق سے ثابت ہو چکی ہے لیکن اس کو محدود انداز اور احتیاط سے استعمال کرنے کی ضرورت ہے۔
’یہ کنٹرول اور نارکوٹکس میڈیسن کے زمرے میں آتی ہے جس کے حوالے سے قانون پہلے سے موجود تاہم ہر معاشرے میں کچھ نہ کچھ خامیاں ضرور ہوتی ہیں۔ پاکستان میں نشہ آور ادویات کا منفی استعمال ہوتا ہے اس لیے بھنگ کو پہلے سے موجود قانون میں شامل کرنے کی ضرورت ہے۔‘

انھوں نے کہا کہ بھنگ اگرچہ دنیا کے کئی ممالک بشمول امریکہ کی کچھ ریاستوں میں استعمال کرنے کی اجازت ہے۔ پاکستان میں اس کے طبی استعمال کی اجازت تو درست ہے تاہم پاکستان میں بھنگ کے بطور تفریح استعمال پر پابندی ہونی چاہیے۔
ایک اور فاماسسٹ عمر فاروق نے اردو نیوز سے گفتگو میں کہا کہ ‘بہت سی نشہ آور ادویات پودوں سے بنائی جاتی ہیں جن میں سے ایک بھنگ بھی ہے۔ ادویات میں اس کے استعمال کے لیے اس کو پیوریفائی کیا جائے گا اور ادویات بنائی جائیں گی۔ بھنگ چونکہ مقامی پودا ہے اس لیے اس کے منفی استعمال کا زیادہ احتمال ہے اس لیے ڈریپ کا کردار بہت اہم ہوگا۔‘

 فارماسسٹ نور مہر نے کہا کہ ‘بھنگ یا اس طرح کے دیگر طبی پودے پاکستان میں جنگلی پودوں کی طرح اُگتے ہیں اور وافر مقدار میں پائے جاتے ہیں۔

’ادویات میں اس کے استعمال سے پاکستان کو معاشی لحاظ سے بھی فائدہ ہوگا تاہم اس کے استعمال کے لیے مناسب فارمولے بنانا ہوں گے۔‘

انہوں نے کہا کہ خاص طور پر وہ ادویات جو خلیجی ممالک بالخصوص سعودی عرب کو بھیجی جائیں گی ان کے ساتھ جو تجزیاتی رپورٹ بڑی واضح اور حقیقت پر مبنی ہونی چاہیے کیونکہ ان ممالک میں نشہ آور ادویات کی کنٹرولڈ اجازت ہے لہٰذا کسی غلطی کا احتمال نہیں ہونا چاہیے۔

بھنگ کون سی ادویات میں استعمال ہوتی ہے؟ 

ماہرین کے مطابق بھنگ ان ادویات میں استعمال کی جاتی ہے جو درد میں کمی لانے کا باعث بنتی ہیں اس لیے عموماً سرجری کے بعد مریض کو درد کی شدت سے بچانے کے لیے دی جانے والی ادویات میں استعمال ہوتی ہیں۔
مرگی کے علاج کے لیے تیار کی جانے والی ادویات میں بھنگ شامل کی جاتی ہے جبکہ اینٹی کینسر ادویات میں بھی بھنگ کا استعمال کیا جا رہا ہے۔ کینسر کے حوالے سے ایک خاص قسم کی بھنگ کا تیل کافی عرصے استعمال میں لایا جا رہا ہے۔

بھنگ کن کن ممالک میں قانونی طور پر جائز ہے؟
یوراگوئے پہلا ملک ہے جس نے 2013 میں بھنگ سے متعلق قانون پاس کیا اور اس کے استعمال کو قانونی تحفظ فراہم کیا۔ اس کے علاوہ چلی، جمیکا، اور امریکہ کی ریاستوں واشنگٹن اور کولوراڈو میں بھی بھنگ کے استعمال کی اجازت ہے۔
جمیکا میں بھنگ کا ذاتی استعمال غیر مجرمانہ فعل ہے۔ آسٹریلیا اور جرمنی میں بھنگ کے محدود طبی استعمال کی اجازت ہے۔

بھنگ پاکستان میں خود رو بوٹی ہے اور بہت زیادہ مقدار میں اگتی ہے ، اس کو تلف کرنے کیلئے ادویات کا استعمال کیا جاتا ہے یا راجہ ھل چلانا پڑتا ہے ، سوال یہ ہے کہ جب ادویہ ساز کمپنیوں کو یہ مفت میں دستیاب ہے تو اسے کاشت کون کرے گا اور ادویہ ساز کمپنیاںیہ کاشت کاروں سے کیوں خریدیں گی؟؟

بھنگ کیا  ہے؟ خدا کی عطا کی ہوئی ایک بوٹی ہے جو ریاست مدینہ میں بھی اگ سکتی ہے – اس کا ادویات میں استمعال کوئی نی بات نہیں –

  اللہ نے تو اور بھی بہت کچھ پیدا کیا ہے ، اور کئ چیزوں کا استعمال منع فرمایا ہے ۔ سور بھی اللہ نے پیدا کیے ہیں ۔ پاکستان کی سرزمین تو ان سے بھری پڑی ہے اور موسم اور زمین بھی ان کی افزائش نسل کے لیے بہت موزوں ہے ۔ اسکا گوشت مغربی ممالک میں بڑی رغبت سے کھایا جاتا ہے بہت مانگ بھی ہے ، اور پھر سونے پہ سہاگا یہ کہ کسی سابقہ احمق وزیر اعظم کے ذھن میں یہ بات نہیں آئ کہ ملک بھر میں اس کے میٹ پروسسنگ پلاٹ لگوا کر اس کا گوشت باہر بیچا جائے ، ڈالر بھی ملیں گے اور سوروں کو جہنم پہنچانے کا ثواب الگ کمایا جا سکے گا ۔ کیوں فیر چلئے بنی غالہ ؟

Lets talk about this so called CBD oil and Hemp oil and Thc Contents in it. I personally know  a lot about it and have been in contact with those growers who are growing them and extracting the oil from the Hemp Plant Buds.You probably heard about Rick Simpson and his saga . Check out his Phoenix tears website.  Even in the country like Canada, it has been extremely difficult to monitor the crop and control its bi products usage. The oil could be extracted from the young buds and the rest of the plant could be used to make several bi products .. It is the PM Trudeau himself who allowed the legalized use of this weed oil and its products . People are not only using it for medicinal purposes , they are also using it for recreational purposes and the police has been quite busy on roads try to catch them  driving while under the influence. 

I don’t know how , the Government of Pakistan at one hand allow the growth of the hemp crop and on the other hand, stop the usage of the Hemp . It is next to impossible. The whole idea stinks and it is the brain child of people Like Fawad Chuhdry who may be already using it and now wish to legalize it for the rest of the nation. Really , really bad idea.

It is not only Pakistan but a lot of other countries that are doing controlled cultivation of hemp and while not allowing the misuse of hemp, the oil extracts are allowed for purely medicinal consumption. What we call hemp oil, it actually has different forms. One is hemp seed oil and the other one is Cannabidiol (SBD).

Hemp seed oil is extracted from seeds only and has no CBD or THC in it. It has zero tetrahydrocannabinol (THC) in it. THC is the thing that makes one feel high when consuming cannabis (marijuana). Hamp seed oil is not only used in medicines and cosmetics, it has its usage in manufacturing textile and other fiber too. Due to being rich in Omega 3, Omega 6, and gamma-linolenic acids, it is used for cardiovascular and cholesterol problems too. There are a lot of other uses but one important one is it being anticancer.  I personally know a young boy (son of my client) who was suffering from cancer but used to go to work every day while under treatment and believed that, had it not been for hemp oil, he could never fight his cancer as he did.

The other product is CBD oil which is extracted from stalks, leaves, and flowers and is produced in three different categories. (1) Full-spectrum CBD oil and has THC in it (2) Broad spectrum CBD oil has all other contents but zero THC. It has no psychoactive effects meaning the user won’t get high. (3) In this form, all contents are missing except CBD and have no psychoactive effect just like in the second one (no THC). There is a long list of usage of these products which is approved in USA, and Europe but I will especially mention epilepsy, cancer, skincare, and is a pain killer.

Now the problem lies in people not knowing this classification and not checking the certification on the packaging. Recreational use of full-spectrum oil has also caused a lot of problems. The market is not efficiently being regulated and people just purchase CBD oil without going into details of it. They also don’t exactly consult their doctors and are not careful about the dosage. A lot of research has been conducted on the product and has been found to be safe when taken in limited quantity. It has limited side effects.

I am surprise that if you know about it and know how destructive it could be for those who abuse it, you still think that it is something which should be exported. I know what is the difference between the oil taken from the buds and from the seeds. I am talking about the oil extracted from the plant buds . All  I am saying is that when you make it legal, there are all kind of ways it could reach to those who smoke it, orally take it and use it to support their habit of getting high.

As far as those countries which use it for the medicinal purposes, they already are cultivating it under strict control locally. There will be far less value of this drug once it makes it  in to another country legally . It is expensive now because they ban it ….  Almost every country can grow it in their green houses and extract whatever oil they are looking for the medicinal purposes.  I see a zero value for exporting it …  However, you can hook the whole nation and destroy their future.

Zaidi bhai, you are still missing the point. There is only one kind with THC in it and is called full-spectrum CBD oil. This is the only kind that is used for recreational purposes. Pakistan is not going to produce that. So non of the products we aim to export, can be misused. The government has already announced after the cabinet meeting that the idea is to produce and export non-toxic hemp products within the range of 0,3% THC. This kind is legal, is not harmful, and is widely used in medicine and cosmetics. This is this CBD and seed oil which has no psychoactive effects and has a world market of 50 billion USD and growing at 25% a year. Talking about future prices, the consumption is on the rise, and the pharmaceutical industry of the west is finding new uses of it. The shares of the western companies that are producing it in controlled cultivation are rising sharply.  

I am glad that the government is doing it now as some 3 years ago I used to write about its emerging market and then strongly advocated its export potential for Pakistan.
