This is very good topic and the spectrum is much bigger than Pakistan. Constitutionalists like Libertarians like Ron Paul argues public education is beyond the scope of state per founding fathers. Anything beyond defense and foreign policy falls outside the domain of Federal govt. For purists it can introduce issues like you are bringing up – organized state propaganda to further their vested interest. That’s why we all think within the mold of our national boundaries. Indians, Americans, Pakistanis, Chinese, Israelis all think from their vantage point even though theoretically information flow doesn’t adhere to any political boundaries. Perceptions are managed and soon overtake reality, be it at national or international level.
I don’t think there is any right or wrong answer. Both sides, those who like states interference and those who are against it, have valid points. At this point the hodgepodge in between two extremes is the path forward. The shade of the world is gray not black or white.
