No Sir, it is not bad to take on trader mafia but if you want them to start wearing three piece suit from dhoti kurta, they will refuse. Government of a coutry can make any rational laws and this one is very rational but to implement you need to have vigirous force which we lack unfortunately so we need to convince to make it more realistic. UAE imposed 5 percent VAT few months back and because of rule of law, everyone started adherig to rules from day one but can we do that in Pakistan, no is my answer. However what we can do is to pass the buck to trade unions, telling them we need 50 percent additional funds this year, tell us how we do it and whatever they come up, you agree and make these conditional to documentation. It sounds like giving in to Mafia but that is the practical way of doing things and you can achieve objectives over a number of years, not in year one, not even Marshal Law can do that, Musharaf tried and failed.
I agree with you on the implementation issue. This is where first GHQ and then Sharif family have raped this country. They both have systematically destroyed the credibility and capacity of (civilian) institutions responsible for the implementation of govt policies. The former thru neglect/incompetence and fear/subjugation, and the latter thru institutional capture for family and crony capitalism.
But you may have sensed that the economic situation of the country now has become the national security issue. So, the foji danda and their own vested business interests will make them wear the suit. not only Mush but before him Zia also failed because they needed pol support from them for their legitimacy. This time round it is a bit different. However, I also support your suggestion as a transitionary method in this regard.
BTW, dhoti kurta is just facade and for sooter mandi dealings. In their social life, they have long started to wear suits . . . .
